Phillip J. Hildebrand, CLU
President and Chief Executive Officer
Phillip J. Hildebrand serves as President and Chief Executive Officer of HealthMarkets, Inc. and as a Director, Chairman, President and Chief Executive Officer of The MEGA Life and Health Insurance Companysm, Mid-West National Life Insurance Company of Tennesseesm (based in Texas) and The Chesapeake Life Insurance Company®.
Mr. Hildebrand has served as CEO of HealthMarkets® since June 5, 2008 and as President since September 19, 2008. He also serves on the Board of Directors for the Company. Mr. Hildebrand joined New York Life Insurance Company in 1975 where he held several senior management positions during his 33-year career before retiring in 2008 as Vice Chairman.
Mr. Hildebrand has served on the board of New York Life subsidiaries in Hong Kong and Taiwan, as well as MacKay Shields, an institutional investment manager. He is also a past board member of the Million Dollar Round Table Foundation and LIMRA International. Mr. Hildebrand received his B.A. from Northern Arizona University. He currently serves as a director of DJO Incorporated.
Anurag Chandra
Executive Vice President and Chief Operating Officer
Anurag Chandra currently serves as Executive Vice President and Chief Operating Officer of HealthMarkets, Inc. He also serves as a Director, Executive Vice President and Chief Operating Officer of The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Prior to coming to HealthMarkets, Mr. Chandra was with Aquiline Capital Partners, a global financial services focused private equity firm where he sourced and led insurance, consumer finance and asset management transactions. At Aquiline, he was closely involved with the launch of Futurity First Insurance Group, the first national independent life and health insurance distribution business focused exclusively on middle income Americans. Prior to Aquiline, Mr. Chandra was responsible for strategic planning and corporate development for Nationwide's financial services subsidiaries, Nationwide Financial Services and Gartmore Global Investments. Before that, he was with Bankers Life & Casualty, a subsidiary of Conseco, where he was involved in its operational turnaround effort. He began his career as a consultant in the insurance practice of McKinsey and Company.
Mr. Chandra holds a Masters in Operations Research from MIT's Sloan School of Management and a Bachelor of Technology in Computer Science from Indian Institute of Technology.
Steven P. Erwin
Executive Vice President and Chief Financial Officer
Steven P. Erwin joined HealthMarkets, Inc. in September 2008 as Executive Vice President and Chief Financial Officer. He currently serves as a Director, Executive Vice President and Chief Financial Officer of The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Mr. Erwin has been a finance executive for over 30 years. Prior to joining HealthMarkets, he served as senior vice president and chief financial officer for 21st Century Insurance Group. Preceding that, Mr. Erwin served as executive vice president and CFO of Health Net, Inc. Before entering the health insurance industry, Mr. Erwin was executive vice president and CFO for U.S. Bancorp and held senior financial management positions with other financial institutions.
Mr. Erwin earned an Executive MBA from the University of Washington and a B.S. in Accounting and Finance from California State University at Los Angeles. He is also a member of the Washington State Society of Certified Public Accountants.
B. Curtis Westen, Esq.
Executive Vice President, General Counsel and Assistant Secretary
B. Curtis Westen joined HealthMarkets, Inc. in January 2009 as Executive Vice President and General Counsel. He currently serves as a Director, Executive Vice President General Counsel and Assistant Secretary of The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Prior to joining HealthMarkets, Mr. Westen served as Senior Vice President, General Counsel and Secretary at Health Net, Inc. Before that, he was an Associate Attorney in the corporate insurance practice area for Lord, Bissell & Brook in Chicago, IL.
Mr. Westen has served as a member of the Board of Trustees for the Children's Burn Foundation in Los Angeles, CA. He also served on the Colorado Commission on Cooperative Health Care Agreements. Mr. Westen is a graduate of the Boalt Hall School of Law, University of California at Berkeley and earned his M.B.A and B.S. from Western Illinois University.
Susan E. Dew
Senior Vice President, Chief Compliance Officer and Associate General Counsel
Susan E. Dew currently serves as Senior Vice President, Chief Compliance Officer and Associate General Counsel of HealthMarkets, Inc. She also serves as Senior Vice President, Chief Compliance Officer and Associate General Counsel of The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Prior to joining HealthMarkets, Ms. Dew was director of compliance for UniCare Life & Health Insurance Company and four affiliated companies, all subsidiaries of WellPoint, Inc. Prior to that, Ms. Dew was Vice President & General Counsel for the Illinois Insurance Exchange. Ms. Dew was also an associate at the Chicago law firm of Lord, Bissell & Liddell (formerly Lord, Bissell & Brook). Ms. Dew began her career as staff attorney with the Illinois Department of Insurance. She is a graduate of Vanderbilt University and Loyola University of Chicago School of Law.
Derrick A. Duke
Senior Vice President, Treasurer and Chief Investment Officer
Derrick A. Duke joined HealthMarkets, Inc. in May 2004 as Vice President and Chief Investment Officer. He currently serves as a Director, Senior Vice President, Treasurer and Chief Investment Officer of The MEGA Life and Health Insurance Company and The Chesapeake Life Insurance Company. He also serves as a Director, Senior Vice President and Chief Investment Officer of Mid-West National Life Insurance Company of Tennessee (based in Texas).
Prior to joining HealthMarkets, Mr. Duke served as Senior Vice President and Chief Investment Officer for a privately held insurance company for 15 years. Mr. Duke received his MBA in Finance from The University of Texas at Arlington and his B.B.A. in Finance from Hardin Simmons University. In addition, Mr. Duke is a Chartered Financial Analyst and has served as an adjunct professor at Dallas Baptist University and a guest lecturer at The University of Texas at Arlington.
M. Franklin 'Frank' Jackson
Senior Vice President and Chief Information Officer
Franklin 'Frank' Jackson has served as Senior Vice President and Chief Information Officer of HealthMarkets, Inc. since May 2007. Mr. Jackson also serves as Senior Vice President and Chief Information Officer of The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Prior to joining HealthMarkets, Mr. Jackson served as Chief Information Officer of Private Healthcare Systems, a leading national health care and cost management firm. He served as Vice President and Chief Technical Officer of Blue Cross Blue Shield of North Carolina, and served as Vice President of Technology and Data Center Operations. Prior to Blue Cross Blue Shield, Mr. Jackson was the Chief Information Officer at Kaiser Permanente of North Carolina.
Mr. Jackson earned his MBA from the University of Missouri, St. Louis and holds a B.S. in Computer Science and Accounting from the University of Evansville in Evansville, Indiana. He has served as Corporate Chairman for United Way as well as a member of Managed Care Executive Group and the American Association of Preferred Provider Organization (AAPPO).
Timothy 'Tim' J. Roach
Senior Vice President and Chief Marketing Officer
Timothy 'Tim' Roach joined HealthMarkets, Inc. in August 2008 and serves as Senior Vice President and Chief Marketing Officer of HealthMarkets, Inc., The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Prior to joining HealthMarkets, Mr. Roach served as the Chief Marketing Officer for Secure Horizons, the Medicare Advantage business within UnitedHealth Group. He has held marketing and general management roles over the past 25 years, both domestically and internationally, with a number of leading consumer package goods companies.
Mr. Roach served as Vice President of International Marketing and General Manager, Americas for Ernest & Julio Gallo Winery from 2004 to 2006. From 1996 to 2004, he was with S.C. Johnson & Sons, Inc. in a number of roles, including General Manager, Global Air Care Category, General Manager, Hungary and Marketing Director, Windex. From 1994 to 1996, Mr. Roach helped lead the turnaround of Scott Paper Company, serving as General Manager, Global Consumer Towel Category. From 1984 to 1994, he was with Kimberly-Clark Corporation, leading brands such as Huggies, Depend and Kleenex, and began his career as Senior Product Specialist, Minute Maid for Coca-Cola Foods Division.
Mr. Roach earned his MBA in Marketing and a B.A. in Marketing and Finance from the University of Wisconsin.
Vicki A. Cansler
Senior Vice President, Human Resources
Vicki A. Cansler joined HealthMarkets, Inc. in May 2008 as Senior Vice President, Human Resources. Ms. Cansler also serves as Senior Vice President, Human Resources of The MEGA Life and Health Insurance Company.
Ms. Cansler previously served as Senior Vice President of People Services at Blue Cross Blue Shield of Tennessee in Chattanooga. Prior to that, she was Principal, Global Director of Human Resources for Booz, Allen & Hamilton in the Washington D.C. area. Before joining Booz Allen, Ms. Cansler spent more than four years in strategic Human Resources consulting in the health care industry for Deloitte. She spent more than a decade at CIGNA HealthCare in various senior Human Resources leadership positions.
Ms. Cansler was awarded an MBA from the University of Dallas in Irving, Texas and received a B.A. from the University of Louisiana at Monroe. Ms. Cansler has served on boards at READ Chattanooga and the Graduate School of Management, University of Dallas Human Resources Curricula Review.
K. Alec Mahmood
Senior Vice President, Financial Planning & Analysis
K. Alec Mahmood joined HealthMarkets, Inc. as Senior Vice President of Budget, Planning and Analysis in June 2007. Mr. Mahmood currently serves as a Director and Senior Vice President, Financial Planning & Analysis of The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company.
Prior to joining HealthMarkets, Mr. Mahmood served as Chief Operating Officer and Chief Financial Officer, Medicaid Division (Healthcare USA) and General Manager, Medicare Special Needs Plans Division for Coventry Health Care, Inc. Mr. Mahmood served as Vice President of Financial Operations of Ardent Health Services, from 2003 to 2005. Prior to Ardent, Mr. Mahmood was at Health Net Inc. from 1999 - 2003 and served as Chief Financial Officer of Health Net's Arizona Division and of its behavioral health subsidiary, MHN.
Mr. Mahmood earned his Master's of Health Administration from the University of Southern California, and earned a B.A. in History from Creighton University.
Connie Palacios
Vice President, Controller and Principal Accounting Officer
Connie Palacios currently serves as Vice President, Controller and Principal Accounting Officer of HealthMarkets, Inc. and its subsidiaries including The MEGA Life and Health Insurance Company, Mid-West National Life Insurance Company of Tennessee (based in Texas) and The Chesapeake Life Insurance Company. Ms. Palacios joined the Company in 1993 as Assistant Controller and has served in various leadership positions. Prior to joining HealthMarkets, Ms. Palacios was associated with Coopers & Lybrand.
Ms. Palacios received her B.B.A. from UT-Pan American University. She is a Certified Public Accountant for Texas and a member of the American Institute of Certified Public Accountants.
